Vital event activity (death, fetal death) is reported in the NYS Database Application for Vital Events (DAVE), accessed through the NYS Department of Health’s Health Commerce System (HCS). You must have an HCS account and be assigned an EDRS role to access DAVE. HCS Account Request

All admitting personnel can assist you in accessing the EDRS. How do I obtain a password to log in to the system? You must have a New York State Health Commerce Account. If you do not already have one, you may contact the Commerce Accounts Management Unit (CAMU) at 1-866-529-1890.
